En contraste, les membres du comit\u00e9 de direction, submerg\u00e9s d&rsquo;informations, ont du mal \u00e0 identifier des rep\u00e8res simples pour guider leurs choix strat\u00e9giques. Cette situation cr\u00e9e une frustration : malgr\u00e9 les efforts investis, les sujets HSE-RSE demeurent per\u00e7us comme techniques et secondaires.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La pilotage de performance HSE-RSE exige d&rsquo;abord d&rsquo;accepter qu&rsquo;&#171;&#160;il n&rsquo;existe pas d&rsquo;indicateur miracle&#160;&#187;. Cependant, il est possible de construire un ensemble d&rsquo;indicateurs phares, soigneusement s\u00e9lectionn\u00e9s, pouvant communiquer efficacement aux sp\u00e9cialistes et aux dirigeants. L&rsquo;exigence premi\u00e8re consiste \u00e0 connecter ces indicateurs aux enjeux prioritaires de l&rsquo;organisation. Une entreprise expos\u00e9e aux risques d&rsquo;accidents graves n&rsquo;adoptera pas le m\u00eame tableau de bord qu&rsquo;une entreprise de services confront\u00e9e aux risques psychosociaux.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En mati\u00e8re de sant\u00e9-s\u00e9curit\u00e9, les indicateurs traditionnels &#8211; taux de fr\u00e9quence, taux de gravit\u00e9, nombre d&rsquo;accidents avec arr\u00eat, jours perdus &#8211; conservent leur utilit\u00e9, \u00e0 condition d&rsquo;\u00eatre correctement expliqu\u00e9s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Un COMEX ne peut pas se contenter de suivre passivement la courbe d&rsquo;un taux de fr\u00e9quence sans comprendre les \u00e9v\u00e9nements sous-jacents, les secteurs les plus expos\u00e9s, la nature des accidents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mais ces indicateurs &#8220;a posteriori&#8221; doivent \u00eatre compl\u00e9t\u00e9s par des indicateurs plus proactifs : nombre de visites s\u00e9curit\u00e9 r\u00e9alis\u00e9es par les managers, volume d&rsquo;actions de pr\u00e9vention mises en \u0153uvre, pourcentage de collaborateurs form\u00e9s \u00e0 la s\u00e9curit\u00e9, niveau de traitement des situations dangereuses signal\u00e9es.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ces \u00e9l\u00e9ments permettent de piloter non seulement les r\u00e9sultats, mais aussi les efforts engag\u00e9s pour les am\u00e9liorer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sur le volet social et RH, un tableau de bord de gouvernance gagnera \u00e0 combiner des donn\u00e9es quantitatives et qualitatives. Le taux d&rsquo;absent\u00e9isme, le turnover, l&rsquo;anciennet\u00e9 moyenne, les r\u00e9sultats des enqu\u00eates d&rsquo;engagement ou de satisfaction, les indicateurs d&rsquo;\u00e9galit\u00e9 professionnelle, les remont\u00e9es li\u00e9es aux risques psychosociaux donnent des signaux pr\u00e9cieux sur l&rsquo;\u00e9tat du collectif de travail. Mais ici encore, il est utile de suivre des indicateurs d&rsquo;action : pourcentage de managers form\u00e9s au management responsable, nombre de revues de charge de travail r\u00e9alis\u00e9es, existence et utilisation de dispositifs d&rsquo;\u00e9coute ou d&rsquo;alerte, niveau de d\u00e9ploiement des accords QVCT. Ces donn\u00e9es permettent d&rsquo;objectiver les efforts consentis et d&rsquo;ouvrir des discussions concr\u00e8tes au sein des instances de pilotage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Du c\u00f4t\u00e9 environnemental, la mont\u00e9e en puissance des bilans carbone, des plans de transition \u00e9nerg\u00e9tique, des exigences de reporting extra-financier pousse les entreprises \u00e0 se doter d&rsquo;indicateurs de plus en plus sophistiqu\u00e9s. Un taux d&rsquo;accidents donn\u00e9 n&rsquo;a pas la m\u00eame signification selon qu&rsquo;il se situe au-dessus ou au-dessous de la moyenne sectorielle, selon qu&rsquo;il augmente apr\u00e8s une longue p\u00e9riode de baisse, ou qu&rsquo;il se stabilise malgr\u00e9 une forte croissance de l&rsquo;activit\u00e9.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le r\u00f4le des experts HSE-RSE est donc d&rsquo;accompagner les chiffres d&rsquo;une analyse accessible, qui aide les dirigeants \u00e0 comprendre les causes et les leviers d&rsquo;action.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les RH et les managers ont un r\u00f4le cl\u00e9 dans l&rsquo;appropriation de ces indicateurs. Les premiers doivent s&rsquo;assurer que les donn\u00e9es sociales sont fiables, r\u00e9guli\u00e8rement mises \u00e0 jour, partag\u00e9es avec transparence. Ils peuvent aussi contribuer \u00e0 d\u00e9finir quelques indicateurs communs \u00e0 l&rsquo;ensemble des managers (par exemple un objectif de r\u00e9duction de l&rsquo;absent\u00e9isme ou de diffusion de formations s\u00e9curit\u00e9), afin de cr\u00e9er un langage partag\u00e9 autour de la performance sociale. Les seconds sont, eux, en position d&rsquo;expliquer ces indicateurs \u00e0 leurs \u00e9quipes, de les relier \u00e0 des actions concr\u00e8tes, de montrer en quoi chacun peut agir sur la trajectoire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Au fond, piloter la performance HSE-RSE avec des indicateurs simples n&rsquo;est pas qu&rsquo;un enjeu de reporting. C&rsquo;est un levier de transformation culturelle : en mettant r\u00e9guli\u00e8rement sur la table les questions de sant\u00e9, de s\u00e9curit\u00e9, d&rsquo;environnement, de climat social, au m\u00eame titre que celles de chiffres d&rsquo;affaires, de marges ou de productivit\u00e9, l&rsquo;entreprise rappelle que sa performance ne se r\u00e9sume pas \u00e0 ses r\u00e9sultats financiers.
