RH ? HSE ? Les deux ? Qui valide les r\u00e9f\u00e9rentiels (liste des formations, cat\u00e9gories, r\u00e8gles de validit\u00e9) ? Qui est responsable de la qualit\u00e9 des d\u00e9clarations pour les formations internes ? Sans gouvernance, le Passeport ne corrigera pas la dispersion : il la rendra simplement plus visible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La deuxi\u00e8me \u00e9tape est de rationaliser le r\u00e9f\u00e9rentiel. Dans beaucoup d&rsquo;entreprises, on m\u00e9lange formations, sensibilisations, habilitations, autorisations, et \u00ab\u00a0briefings\u00a0\u00bb. Le Passeport pousse \u00e0 distinguer ce qui rel\u00e8ve r\u00e9ellement d&rsquo;une formation SST \u00e9ligible, et \u00e0 structurer ce qui doit \u00eatre trac\u00e9. Ce travail, bien fait, est d\u00e9j\u00e0 un gain : il r\u00e9duit le bruit et am\u00e9liore la capacit\u00e9 \u00e0 prouver la conformit\u00e9.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La troisi\u00e8me \u00e9tape est manag\u00e9riale : utiliser la tra\u00e7abilit\u00e9 pour piloter. Une fois que l&rsquo;on sait quelles comp\u00e9tences SST existent et quand elles expirent, on peut mieux planifier, \u00e9viter les ruptures d&rsquo;habilitation, s\u00e9curiser la sous-traitance et la coactivit\u00e9, et r\u00e9duire le risque d&rsquo;exposition. Le d\u00e9ploiement doit donc \u00eatre accompagn\u00e9, expliqu\u00e9, et int\u00e9gr\u00e9 dans des processus simples.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Conclusion<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">L&rsquo;ouverture de l&rsquo;espace employeur au 16 mars 2026 est un jalon.
