Les meilleures chartes, les plus belles strat\u00e9gies, les engagements les plus ambitieux restent th\u00e9oriques si les responsables d&rsquo;\u00e9quipe, de service, d&rsquo;atelier ou d&rsquo;agence ne les traduisent pas dans le quotidien du travail.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Le premier enjeu consiste \u00e0 expliciter ce que l&rsquo;entreprise attend r\u00e9ellement de ses managers de proximit\u00e9 en mati\u00e8re de HSE-RSE<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Trop souvent, le discours reste g\u00e9n\u00e9ral : \u00ab\u00a0vous \u00eates les premiers acteurs de la s\u00e9curit\u00e9\u00a0\u00bb, \u00ab\u00a0vous \u00eates au c\u0153ur de la d\u00e9marche RSE\u00a0\u00bb. Mais, concr\u00e8tement, qu&rsquo;est-ce que cela signifie en termes d&rsquo;actions ? De temps \u00e0 y consacrer ? D&rsquo;indicateurs suivis ? De d\u00e9cisions quotidiennes ? Clarifier ce r\u00f4le, c&rsquo;est par exemple dire qu&rsquo;un manager doit organiser r\u00e9guli\u00e8rement des temps d&rsquo;\u00e9change sur la s\u00e9curit\u00e9 ou la QVCT, r\u00e9aliser des visites de terrain, int\u00e9grer certains crit\u00e8res environnementaux dans ses choix, r\u00e9agir \u00e0 chaque comportement dangereux, ou encore mettre en \u0153uvre des pratiques de management inclusives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Une politique HSE-RSE mature ne se contente pas de leur transmettre des proc\u00e9dures ; elle leur fournit des guides concrets, des trames d&rsquo;animation, des supports p\u00e9dagogiques adapt\u00e9s \u00e0 leurs \u00e9quipes, des exemples de bonnes pratiques. Un manager qui doit animer un quart d&rsquo;heure s\u00e9curit\u00e9, par exemple, sera beaucoup plus \u00e0 l&rsquo;aise si on lui fournit des fiches pr\u00eates \u00e0 l&#8217;emploi, des sc\u00e9narios de discussion, des cas issus de la vie r\u00e9elle de l&rsquo;entreprise. Il est donc indispensable de les former non seulement aux r\u00e8gles et proc\u00e9dures, mais aussi aux postures attendues : comment r\u00e9agir face \u00e0 un \u00e9cart de s\u00e9curit\u00e9, comment g\u00e9rer un conflit sur les conditions de travail, comment aborder une difficult\u00e9 li\u00e9e \u00e0 la sant\u00e9 d&rsquo;un collaborateur, comment int\u00e9grer les enjeux environnementaux dans la planification des t\u00e2ches. Ces formations doivent \u00eatre pragmatiques, ancr\u00e9es dans leurs situations r\u00e9elles, avec des mises en situation et des \u00e9changes de pratiques.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">La motivation des managers de proximit\u00e9 passe \u00e9galement par la reconnaissance de leur r\u00f4le<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">S&rsquo;ils ont le sentiment qu&rsquo;on leur ajoute des responsabilit\u00e9s sans jamais all\u00e9ger leur charge, sans reconnaissance particuli\u00e8re, sans adaptation de leurs objectifs, ils auront tendance \u00e0 traiter ces sujets en second plan. Int\u00e9grer des objectifs HSE-RSE dans leur \u00e9valuation, valoriser ceux qui s&rsquo;engagent, mettre en avant des succ\u00e8s obtenus gr\u00e2ce \u00e0 leur action, contribue \u00e0 l\u00e9gitimer leur investissement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Un manager de proximit\u00e9 qui essaie d&rsquo;appliquer s\u00e9rieusement des r\u00e8gles de s\u00e9curit\u00e9, qui prend le temps de faire de la pr\u00e9vention, mais qui est ensuite rappel\u00e9 \u00e0 l&rsquo;ordre parce qu&rsquo;il n&rsquo;a pas tenu des d\u00e9lais irr\u00e9alistes, re\u00e7oit un message contradictoire. Il se retrouve pris entre ce qu&rsquo;on lui demande officiellement et ce qu&rsquo;on attend implicitement. Pour \u00e9viter cette dissonance, il est essentiel que les niveaux sup\u00e9rieurs assument, dans leurs arbitrages, l&rsquo;importance des enjeux HSE-RSE : accepter parfois de d\u00e9caler une livraison, de renforcer temporairement une \u00e9quipe, de renoncer \u00e0 un contrat trop risqu\u00e9, pour rester coh\u00e9rent avec les engagements affich\u00e9s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les RH ont, ici encore, un r\u00f4le structurant. Elles peuvent contribuer \u00e0 int\u00e9grer la dimension HSE-RSE dans les parcours de carri\u00e8re : consid\u00e9rer, par exemple, qu&rsquo;un manager qui a d\u00e9montr\u00e9 une forte maturit\u00e9 sur ces sujets est un candidat prioritaire pour des postes \u00e0 responsabilit\u00e9. Elles peuvent \u00e9galement instaurer des espaces de retour d&rsquo;exp\u00e9rience entre managers, o\u00f9 ces derniers partagent leurs difficult\u00e9s, leurs r\u00e9ussites, leurs astuces, au lieu de rester isol\u00e9s face \u00e0 leurs \u00e9quipes. Ces communaut\u00e9s de pratiques manag\u00e9riales sont souvent des lieux puissants d&rsquo;apprentissage mutuel, \u00e0 condition d&rsquo;\u00eatre anim\u00e9es dans un esprit de confiance et non de contr\u00f4le.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Outiller et motiver les managers de proximit\u00e9 pour la performance HSE-RSE, ce n&rsquo;est pas leur transf\u00e9rer la responsabilit\u00e9 de tout ce qui ne fonctionne pas. C&rsquo;est, au contraire, reconna\u00eetre qu&rsquo;ils sont un maillon indispensable, mais qu&rsquo;ils ne peuvent pas r\u00e9ussir seuls. Ils ont besoin d&rsquo;un cadre clair, de moyens, de formation, de signes concrets que l&rsquo;entreprise accorde autant d&rsquo;importance \u00e0 la pr\u00e9vention, \u00e0 l&rsquo;environnement, au respect des personnes qu&rsquo;\u00e0 la performance purement \u00e9conomique. \u00c0 ce prix, ils peuvent devenir de v\u00e9ritables ambassadeurs d&rsquo;une culture HSE-RSE vivante, inspirante, contagieuse.<\/p>","protected":false},"excerpt":{"rendered":"<p>Dans toutes les organisations, les politiques HSE et RSE prennent corps au niveau du management de proximit\u00e9.
