Un fichier, une arborescence, une version &#8220;\u00e0 jour&#8221; \u00e0 la date d&rsquo;un audit, puis silence radio. Ce sc\u00e9nario est fr\u00e9quent, et il ne dit pas que les entreprises s&rsquo;en fichent. Il dit plut\u00f4t une chose : le DUERP est trop souvent trait\u00e9 comme un document de conformit\u00e9, alors qu&rsquo;il devrait \u00eatre trait\u00e9 comme un syst\u00e8me de pilotage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rappelons d&rsquo;abord ce qu&rsquo;il est : le DUERP formalise l&rsquo;\u00e9valuation des risques professionnels et sert de base \u00e0 la d\u00e9marche de pr\u00e9vention. Il ne s&rsquo;agit pas uniquement d&rsquo;identifier des dangers, mais aussi de prioriser et d&rsquo;organiser des actions de pr\u00e9vention. La premi\u00e8re d\u00e9rive classique, c&rsquo;est de d\u00e9finir des unit\u00e9s de travail trop abstraites (&#171; production &#187;, &#171; administratif &#187;) ou trop th\u00e9oriques. \u00c0 l&rsquo;inverse, un DUERP utile d\u00e9coupe le terrain de fa\u00e7on praticable : une \u00e9quipe, un atelier, un type d&rsquo;intervention, une tourn\u00e9e, une activit\u00e9 r\u00e9currente. C&rsquo;est \u00e0 ce niveau qu&rsquo;on peut observer les expositions, comprendre les contournements, rep\u00e9rer les interfaces et identifier des mesures adapt\u00e9es.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>La deuxi\u00e8me d\u00e9rive, c&rsquo;est l&rsquo;inventaire sans hi\u00e9rarchie.<\/strong> Un DUERP qui liste cinquante risques &#8220;moyens&#8221; finit par neutraliser la pr\u00e9vention : tout se vaut, donc rien n&rsquo;avance. La hi\u00e9rarchisation n&rsquo;est pas un d\u00e9tail m\u00e9thodologique, c&rsquo;est un acte de management. Elle oblige \u00e0 dire : quels sont nos risques majeurs ? lesquels sont fr\u00e9quents ? lesquels ont des cons\u00e9quences graves ? lesquels sont en d\u00e9rive ? Et surtout : sur quoi met-on des moyens cette ann\u00e9e ?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00c0 partir de l\u00e0, <strong>le DUERP doit produire ce que la r\u00e9glementation attend : pour certaines entreprises, un programme annuel de pr\u00e9vention ; pour d&rsquo;autres, des actions de pr\u00e9vention adapt\u00e9es \u00e0 leur taille<\/strong>. Mais la diff\u00e9rence entre un DUERP &#8220;papier&#8221; et un DUERP &#8220;outil&#8221; tient \u00e0 une chose : la qualit\u00e9 du plan d&rsquo;actions. Un plan d&rsquo;actions utile ressemble \u00e0 un plan de projet : un responsable, une \u00e9ch\u00e9ance r\u00e9aliste, une ressource, un crit\u00e8re de r\u00e9ussite, et un arbitrage explicite quand \u00e7a bloque. \u00c0 d\u00e9faut, on obtient une liste de bonnes intentions \u2014 et, au fond, c&rsquo;est ce que beaucoup d&rsquo;\u00e9quipes terrain reprochent au DUERP.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Un DUERP n&rsquo;est pas &#8220;vivant&#8221; parce qu&rsquo;on le met \u00e0 jour. Il est vivant parce qu&rsquo;il est revu. On peut faire tr\u00e8s simple : une revue mensuelle ou bimestrielle, courte, qui relie \u00e9v\u00e9nements et actions. Qu&rsquo;est-ce qui s&rsquo;est pass\u00e9 (accidents, presqu&rsquo;accidents, alertes, irritants) ? Qu&rsquo;est-ce qu&rsquo;on a fait ? Qu&rsquo;est-ce qu&rsquo;on d\u00e9cide ? Qu&rsquo;est-ce qu&rsquo;on reporte et pourquoi ? D\u00e8s qu&rsquo;on installe ce rituel, le DUERP change de statut : il devient un tableau de bord de risques, pas un fichier de plus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Enfin, il faut se souvenir que le DUER n&rsquo;est pas isol\u00e9 : il doit circuler. En France, l&#8217;employeur doit notamment le transmettre au service de pr\u00e9vention et de sant\u00e9 au travail (SPST) \u00e0 chaque mise \u00e0 jour, ce qui est un excellent levier pour structurer l&rsquo;\u00e9change sur les risques et les actions.
