On diffuse des proc\u00e9dures, on affiche des consignes, on organise des causeries s\u00e9curit\u00e9, on rappelle r\u00e9guli\u00e8rement les \u00e9quipements obligatoires. Pourtant, sur le terrain, les \u00e9carts persistent : consignes ignor\u00e9es, raccourcis pris &lsquo;pour aller plus vite&rsquo;, habitudes ancr\u00e9es de longue date, r\u00e9sistance \u00e0 certaines nouvelles mesures. D&rsquo;abord, la s\u00e9curit\u00e9 y est consid\u00e9r\u00e9e comme une valeur partag\u00e9e, et pas uniquement comme une obligation. Les collaborateurs, \u00e0 tous les niveaux, estiment normal de s&rsquo;arr\u00eater lorsqu&rsquo;une situation appara\u00eet dangereuse, de refuser un travail qu&rsquo;ils jugent trop risqu\u00e9, de signaler un presque-accident. Ils se sentent autoris\u00e9s \u00e0 le faire, sans craindre de repr\u00e9sailles ou de remarques du type &lsquo;on n&rsquo;a pas le temps pour \u00e7a&rsquo;.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Il est illusoire d&rsquo;esp\u00e9rer que les op\u00e9rateurs portent syst\u00e9matiquement leurs EPI ou respectent un protocole si les managers eux-m\u00eames prennent des raccourcis, n\u00e9gligent certaines r\u00e8gles, ou ne se conforment pas aux m\u00eames exigences. Un manager qui entre dans un atelier sans casque ni lunettes envoie un message tr\u00e8s clair : au fond, ces \u00e9quipements sont facultatifs. \u00c0 l&rsquo;inverse, un manager qui se conforme scrupuleusement aux r\u00e8gles, qui accepte qu&rsquo;on les lui rappelle, qui explique le sens de ces exigences, contribue puissamment \u00e0 l\u00e9gitimer la d\u00e9marche.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beaucoup de salari\u00e9s ont du mal \u00e0 comprendre pourquoi telle r\u00e8gle existe, surtout si elle leur complique le travail ou rallonge certaines op\u00e9rations. Lorsque les consignes sont per\u00e7ues comme d\u00e9connect\u00e9es du r\u00e9el, arbitraires, ou uniquement dict\u00e9es &#171;&#160;par les assurances&#160;&#187; ou &#171;&#160;pour l&rsquo;audit&#160;&#187;, la tentation est forte de les contourner. Il est donc essentiel de prendre le temps d&rsquo;expliquer d&rsquo;o\u00f9 viennent les exigences : quels accidents, parfois graves, ont conduit \u00e0 les \u00e9tablir ; quels risques pr\u00e9cis elles permettent de r\u00e9duire ; quelles alternatives ont \u00e9t\u00e9 \u00e9tudi\u00e9es. Partager des retours d&rsquo;exp\u00e9rience, des r\u00e9cits concrets, est souvent plus parlant qu&rsquo;un rappel abstrait de la r\u00e9glementation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Imposer des proc\u00e9dures con\u00e7ues loin du terrain, sans les tester ni les discuter avec ceux qui les appliqueront, est le meilleur moyen de cr\u00e9er du rejet. \u00c0 l&rsquo;inverse, impliquer des op\u00e9rateurs dans l&rsquo;analyse de situations de travail, les associer \u00e0 la recherche de solutions, tester avec eux diff\u00e9rents dispositifs avant de les g\u00e9n\u00e9raliser, permet de concilier s\u00e9curit\u00e9 et efficacit\u00e9. Dans une organisation o\u00f9 chaque manquement est imm\u00e9diatement sanctionn\u00e9, sans chercher \u00e0 comprendre les causes, les salari\u00e9s apprennent vite \u00e0 se taire. Ils cachent les quasi-accidents, ils minimisent les incidents, ils \u00e9vitent de remonter les difficult\u00e9s. Dans une culture plus mature, on distingue la faute d\u00e9lib\u00e9r\u00e9e d&rsquo;une erreur li\u00e9e \u00e0 une situation mal anticip\u00e9e, \u00e0 un manque de formation, \u00e0 une consigne ambigu\u00eb. On s&rsquo;int\u00e9resse alors au &#8220;pourquoi&#8221; plut\u00f4t qu&rsquo;au seul &#8220;qui&#8221;, on analyse les causes profondes, on cherche \u00e0 am\u00e9liorer le syst\u00e8me plut\u00f4t qu&rsquo;\u00e0 stigmatiser une personne.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Des s\u00e9quences r\u00e9guli\u00e8res comme le &#171;&#160;quart d&rsquo;heure s\u00e9curit\u00e9&#160;&#187; en d\u00e9but de poste, les visites de terrain des managers, les revues d&rsquo;incidents avec les \u00e9quipes, les journ\u00e9es ou semaines d\u00e9di\u00e9es \u00e0 la s\u00e9curit\u00e9, contribuent \u00e0 maintenir le sujet vivant. Mais ces rituels ne doivent pas tourner au formalisme. Un quart d&rsquo;heure s\u00e9curit\u00e9 o\u00f9 l&rsquo;on lit un document sans \u00e9change, une visite o\u00f9 l&rsquo;on se contente de cocher des cases, une journ\u00e9e &#171;&#160;s\u00e9curit\u00e9&#160;&#187; v\u00e9cue comme une parenth\u00e8se sans suite, peuvent m\u00eame g\u00e9n\u00e9rer du cynisme. L&rsquo;enjeu est de favoriser de vrais \u00e9changes, o\u00f9 chacun peut s&rsquo;exprimer, poser des questions, proposer des id\u00e9es.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Enfin, la reconnaissance des comportements s\u00fbrs est un levier fr\u00e9quemment n\u00e9glig\u00e9. Beaucoup d&rsquo;entreprises sont promptes \u00e0 rappeler ce qui ne va pas, mais oublient de valoriser ce qui va bien. Mettre en avant une \u00e9quipe qui a pris une bonne d\u00e9cision face \u00e0 une situation dangereuse, remercier publiquement un salari\u00e9 qui a remont\u00e9 un risque s\u00e9rieux, raconter une histoire o\u00f9 la vigilance d&rsquo;un coll\u00e8gue a \u00e9vit\u00e9 un accident, sont autant de moyens de montrer concr\u00e8tement ce que l&rsquo;on attend. Il ne s&rsquo;agit pas de distribuer des primes \u00e0 chaque geste de prudence, mais de cr\u00e9er un climat o\u00f9 ces comportements sont reconnus comme la norme, et non comme des exceptions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Construire une culture s\u00e9curit\u00e9 est un travail de long terme, qui ne se r\u00e9sume pas \u00e0 un plan d&rsquo;actions ponctuel. C&rsquo;est une transformation progressive, qui touche les valeurs, les habitudes, les r\u00e9flexes. Les dirigeants, les RH, les \u00e9quipes HSE et les managers de proximit\u00e9 y ont chacun un r\u00f4le \u00e0 jouer.
